Being clear here: the man is trying. As there is not much one can do other than wave hands frantically and blow a whistle no one will hear from the side of the road.
(Why is there a traffic policeman here anyway?).
All these diversions are there due to construction work of the new BRT Transbrasil lanes.
BRT is a relatively new mode of transport in Rio. Where a segregated (usually) 2 lanes avenue is set for a bus line with fixed itinerary. Almost like a train without tracks but a bus has much less passenger carrying capacity than one train. In order to make up for the lesser capacity, frequency has got to be high especially during rush time.
This BRT line in Avenida Brasil (which is one of many others in Rio) was meant to be fully completed for the Olympics. But it will not. Another early sign that if cariocas don’t get out of the road during the Olympic games, traffic will be awful.
All we can hope for at this point is that lots of cariocas will use their vacations during the days the Olympic events are taking place.
